An open forum will be held when Members of the public will be invited to speak for a maximum total duration of 15 minutes on items included in the Part A agenda, copies of which will be available at the meeting.
A representative will be attending the meeting to talk about the new Brightlife-funded ‘Bright Memories’ Dementia Service which is being launched in Winsford on Friday 21 September 2018.
Cheshire Constabulary will be invited to attend the meeting to provide an update to Members and also to answer any questions.

The Clerk to provide Members with an update on the Project Viability report due to be submitted to the Architectural Heritage Fund (AHF) on 21st September 2018.

The minutes of the Planning Committee meetings held on 19th June 2018 (‘H’), 17th July 2018 (‘I’), 30 July 2018 (‘J’), 13 August 2018 (‘K’), 11 September 2018 (‘L’ – to follow) are attached for ratification.
To consider the need for vehicle activated signs/speed humps outside schools in Winsford and to introduce 20 mph speed limits outside schools. The 20 mph speed limits should be enforced and adhered to outside all of the schools in Winsford.
RECOMMENDATION: Members are asked to consider the introduction of traffic calming measures outside schools in Winsford.
Correspondence and plans have been received (‘M’) from Cheshire West and Chester Council regarding proposals to apply to the Magistrates’ Court for an Order under Section 116 of the Highways Act 1980 and to seek Winsford Town council’s consent to the making of such an application.
RECOMMENDATION: Members are asked to note the contents of the attached correspondence and approve or otherwise.
It is proposed to hold a series of events on 2nd November 2018 – the 100th anniversary of James Clarke being awarded the VC. These events will also be a part of the town commemorating the end of the First World War. It is proposed that the day itself consists of the following elements: –
James Clarke VC Ceremony
As said, it will be 100 years since James Clarke was awarded his VC on 2nd November 1918. To commemorate this, a ceremony is to be held to commemorate this and a commemorative paving slab is to be laid in his honour. Members are asked to discuss the format of this commemorative ceremony.
After an application to the charitable organisation, ‘Remembered’, the Town Council have been awarded ten silhouettes which it can place in appropriate locations in the town. The silhouettes themselves represent the concept of ‘There But Not There’ and represent outlines of First World War soldiers. The idea is to commemorate and remember those who were lost in the War. It is proposed that the unveiling of the silhouettes should take place during the events on 2nd November 2018. Members are asked to propose sites for the silhouettes and also how the unveiling fits in with the schedule of the day itself.
Members will be aware that a street on the new Oakmere development was named for James Clarke as James Clarke Road. Following requests from Members, a special street sign has been ordered which commemorates the awarding of the VC to James Clarke. It is proposed that this special sign replaces the existing street sign. Cheshire West and Chester Council has been made aware of this. Again, Members are asked to comment on how the unveiling ceremony will fit in with the day’s events on 2nd November 2018.
Members will recall that, at the last meeting of the Finance Committee of the Town Council, it was agreed to purchase a memorial bench for the town in conjunction with the Royal British Legion. This has now been done, together with an additional bench which will be funded by the Legion. It is proposed that an unveiling of the benches forms part of the events on 2nd November 2018.
As an initial suggestion, it is proposed that the following schedule is followed: –
An offer has been made by the Lancashire Fusiliers (Sgt. Clarke’s regiment) to provide the following on the day: –
It is proposed that the Town Council accept this offer.
In addition, correspondence has been exchange with members of James Clarke’s family, who plan to attend on the day.
RECOMMENDATION: Members are asked to note the points made above and make any suggestions in terms of the day and its events
The minutes of the meeting of the Town Park Steering group held on 10 September 2018 are attached for information (‘N’ – to follow)
Members are asked to note that the Friends of Winsford Town Park will meet on 20th September 2018 at the Dingle Centre. This will be to elect a committee for the Group and agree a constitution for the Group.
The Town Council has been asked to nominate a representative to sit on the committee of the Friends Group.
RECOMMENDATION: Members are asked to nominate a representative as outlined above
A request has been made to use the Verdin Fields on Saturday 20th July 2019 and Saturday 27th July 2019 for a football festival. Any money raised will go towards the local youth football development scheme.
RECOMMENDATION: Members are asked to consider this application and approve or otherwise.
Members should note that a notice has been served on the two owners of the Liquid Lounge building under section 215 of the Town and Country Planning Act 1990 as amended. The effective date on the notice is 21st September 2018.
