Malcolm was initially elected to both Winsford Town Council and Vale Royal Borough Council in 1999 to represent the Swanlow ward.
He continued to represent Swanlow ward both as a Town Councillor and Borough Councillor until 2011.
Malcolm was deputy leader of Vale Royal Borough Council from 2003 to 2007, where he also held the environmental portfolio and was instrumental in introducing the highly successful waste collection and re-cycling scheme now in operation across Cheshire West and Chester Council and the state of the art re-cycling centre based in Winsford.
Malcolm was elected to the office of the Mayor of the Borough of Vale Royal 2008-2009.
He was elected as the Winsford town Mayor 2010-2011.
In December 2012 Malcolm was awarded the title of Honorary Alderman in recognition of his service to the community.
Malcolm regained the Swanlow ward Town Council seat in 2015.
In 2019 he stood again in the Swanlow ward for both the Town Council and Cheshire West and Chester council seats and was successful in both elections.
Malcolm is currently the chairman of the Winsford branch of the Liberal democrat party and is a past chairman of the Eddisbury constituency.
He is a member of the Association of Liberal Democrat Councillors
He represents Cheshire West and Chester Borough Council on the Darnhall Exhibition Foundation Trust.
