You are summoned to attend a meeting of Winsford Town Council to be held in the Winsford Town Council Chamber, 2nd Floor, Wyvern House, The Drumber, Winsford CW7 1AH on Monday 15th January 2018 immediately following the meeting of the Finance Committee but not before 6.45pm.

Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.

An open forum will be held when Members of the public will be invited to speak for a maximum total duration of 15 minutes on items included in the Part A agenda, copies of which will be available at the meeting.
Cheshire Constabulary will be invited to attend the meeting to provide an update to Members and also to answer any questions.

The minutes of the Planning Committee meeting held on 18th December 2017 (‘D’) are attached for ratification.
Cllr Gaskill-Jones to provide a verbal update on the work of the Well Being Group in Winsford.
The Police and Crime Commissioner for Cheshire (David Keane) has launched a consultation exercise on the preferred levels of funding for the police in 2018/19.
The consultation is focused on ascertaining the views of the public generally on funding for the police in the coming financial year.
On his website (www.cheshire-pcc.gov.uk), the Commissioner states that “in December 2017, the Government announced a freeze in police funding for 2018/19”.
He goes on to say that “with inflation rising and public sector pay increases on the horizon, maintaining Government grant ‘flat-cash’ funding for police services at the same levels for the next financial year…means, in real terms, a cut of around five million pounds to the Cheshire police budget”.
In an online survey, therefore, the Commissioner asks respondents to choose one of the following statements to agree with (the wording below is the Commissioner’s):

Members are recommended to consider the options available as part of the consultation and agree a Town Council position.
Members will recall that an item was included on the Town Council agenda for 20th November 2017 setting out a review of the marina building, which has been managed by the Town Council via a Tenancy at Will since May 2017.
Members will also recall that it was agreed an approach would be made to CWAC to extend the tenancy, as there had been considerable use of the building by the community since the tenancy was agreed.
An approach was therefore made to CWAC and it has been agreed that the existing Tenancy at Will will be extended for a further six months until the end of April 2018.
This arrangement has been put in place pending completion of the CWAC Community Assets Framework, the details of which were reported at the Town Council meeting in December 2017. The Framework includes the Marina Building.
This matter will therefore be revisited at the end of April 2018, when a further report will come to Town Council.
Members are asked to note the above developments.
A Member of the Town Council has requested that an item is placed on the agenda to consider the use of a marching band as part of the Remembrance Sunday parade in Winsford.
Due to their confidential nature, Members may decide to exclude the press and public from the meeting during consideration of the following matter in accordance with section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960.
The reports relating to this item has been withheld from public circulation and deposit.
Minutes of the Staffing Committee meeting held on 11th January 2018 will be circulated for ratification. (‘E’ – to follow)
An update report will be circulated to Members on a complaint which has been received under the provisions of the Council’s Complaints Procedure. (‘F’ – to follow)
