You are summoned to attend a meeting of Winsford Town Council to be held in the Winsford Town Council Chamber, 2nd Floor, Wyvern House, The Drumber, Winsford CW7 1AH on Monday 17th July 2017 immediately following the meeting of the Finance Committee but not before 6.45pm.

Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.
Members to declare any interest under the following categories:
An open forum will be held when Members of the public will be invited to speak for a maximum total duration of 15 minutes on items included in the Part A agenda, copies of which will be available at the meeting.
Cheshire Constabulary will be invited to attend the meeting to provide an update to Members and also to answer any questions.

12. MEMBERS REVIEW AND PLANNING SESSION
To report the outputs from the Members ‘Review and Planning’ session which was held at the Dingle Centre between 4pm and 6pm on Thursday 22nd June 2017. (‘G’)
13. WELL BEING UPDATE
Cllr Gaskill-Jones to provide a verbal update on the work of the Well Being Group in Winsford.
14. GRANGE LANE, WINSFORD – PUBLIC RIGHTS OF WAY
Following complaints from residents, an application was made to Cheshire West and Chester Council in 2011 under the Wildlife and Countryside Act 1981 to add a public right of way to the definitive map and statement of public rights of way. The claim was to add a byway open to all traffic between Mill Lane Whitegate to White Cottage Winsford. This application was supported by Winsford Town Council at its meeting on 19th December 2011.
The complaints resulted from the stopping up of a right of way via the gating of a section of Grange Lane in
A decision is due to be made by CWAC in the near future and Members are asked to note this development.
15. WINSFORD TOWN CRIER – UPDATE
Members will recall that the Town Council at its meeting in June 2017 endorsed the return of a Town Crier for Winsford and also endorsed the appointment of Ben Booth as the Town Crier for the area.
In addition to these endorsements, however, there were a number of issues which need to be explored around the function of the role.
In order to address a number of these issues, the following steps have been taken: –
RECOMMENDATION: Members are asked to note the developments outlined above and to approve the reimbursement of the membership fee for the Town Crier to join the Ancient and Honourable Guild of Town Criers for 2017/18
16. MARCHFEST UPDATE
Cllr Smith to provide a verbal update on the future of the Marchfest event in Winsford.
17. ANNUAL REPORT & ACCOUNTS 2016/17
The Town Council’s Annual Report and Accounts for 2016/17 will be circulated for information. (‘H’)
18. WINSFORD TOWN COUNCIL BUSINESS PLAN: 2017 AND BEYOND
An updated version of the Town Council’s Business Plan will be circulated for information and comment. (‘I’)
19. DELAMERE STREET MONUMENT – OVER CROSS
Members will be aware of the stone cross located on Delamere Street in Winsford – the Over Cross. The Cross was built in the nineteenth century and includes a lock-up where people who cheated, robbed or were drunk at the market could be held awaiting trial.
In September 2013, the Town Council considered the condition of the Cross and asked that investigations be carried out into it being restored.
This matter was then put to CWAC, who stated that they were examining the situation.
A Member of the Town Council has now asked for the matter to be revisited and for representations to be made to CWAC to re-address the question of restoration of the Cross.
20. EXCLUSION OF PRESS AND PUBLIC
Due to their confidential nature, Members may decide to exclude the press and public from the meeting during consideration of the following matters in accordance with section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960. Reports relating to these items have been withheld from public circulation and deposit.
