You are summoned to attend a meeting of the Finance Committee to be held in the Winsford Town Council Council Chamber, Second Floor, Wyvern House, The Drumber CW7 1AH on Monday 18th December 2017 at 6.30pm.

Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.
Members to declare any interest under the following categories:
Schedule ‘B’ lists payments made since the last meeting
Schedule ‘C’ lists accounts for approval at this meeting
Schedule ‘D’ lists supplementary accounts for approval (to follow)
Financial probity recommends monthly reconciliation of the Town Council’s accounts. (‘E’)
Following the Budget Seminar, held on 6th December 2017, work is ongoing on developing the draft budget for 2018/19.
A copy of the draft budget has been circulated to all Members and comments have been requested.
As per the draft timetable presented to the Finance Committee meeting on 16th October 2017, Members are asked to approve the following as the agreed timetable for the 2018/19 budget setting process: –

Clerk to be notified of amendments to the draft budget from political groups and public feedback. Details of comments will be included with agenda for Finance Committee meeting on 15th January 2018

Each political group will be invited to make a budget statement before Finance Committee considers the draft budget for 2018/19 at the Finance Committee meeting on 15th January 2018.

Town Council formally ratifies recommendations from the Finance Committee and approves 2018/19 budget and levies precept
RECOMMENDATION: The Finance Committee is recommended to agree the proposal for the budget preparation timetable as set out above.
The Town Council provides free mid-morning milk for all children in infant and nursery classes in Winsford schools.
The current suppliers are Tomlinson’s Diaries.
(a).That tenders are invited for the provision of school milk for the next two academic years April 2018 – March 2020, the tender specification to include a requirement to supply fluoridated milk on request (subject to production availability); and
(b) That the Town Mayor together with the Chair and deputy Chair of the Finance Committee be authorised to open and accept the tender that offers the Town Council best value, subject to the action taken being reported to the next appropriate meeting of this Committee
A verbal update will be provided by the Town Clerk/Finance Officer.
Members will be aware of proposals which have come from Cheshire Constabulary in recent months regarding the future funding of Police and Community Support Officers in Winsford.
Winsford Town Council is one of the ‘funding partners’ of the Police who fund 33% of salary costs of one PCSO (currently, a total of £11,800 per annum).
Cheshire Constabulary have come to the conclusion that this arrangement does not “align to operational demand” and do not “provide parity across communities”.
The proposal, therefore, is to align PCSOs to (principal authority) electoral wards across the county of Cheshire, so that one PCSO will be made available for each ward, supported by an additional pool of PCSOs to target areas of community concern.
Those funding partners who wish to continue to fund PCSOs can do so under a revised service level agreement on a full cost recovery basis. In other words, this would cost the Town Council £33,280 per annum if it wished to continue to fund a PCSO.
The proposed model of allocation in Winsford is that a PCSO will be allocated to the electoral Ward (2011) of Winsford Over and Verdin, a PCSO allocated to the electoral ward (2011) of Winsford Wharton and a PCSO allocated to the electoral ward (2011) of Winsford Swanlow and Dean.
RECOMMENDED: That Members decide whether to continue to fund a PCSO based on the proposals set out above.
Following the postponement of the Grants Sub-Committee meeting scheduled for 13th December 2017 due to only receiving one application, Members are asked to consider the grant application found at (‘F’). The application details are as follows: –
Samaritans of Mid-Cheshire
The application is for a grant of £500 to refurbish the ‘face to face’ room used by the organisation at their office located in Northwich.
RECOMMENDED: Members are asked to consider the grant application and make a decision on whether to award the full amount requested; a lower figure; or to refuse the application
Due to their confidential nature, Members may decide to exclude the press and public from the meeting during consideration of the following matter in accordance with section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960.
