  1. APOLOGIES

 Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.

 

  1. DECLARATIONS OF INTEREST

 Members to declare any interest under the following categories:

 

  1. OPEN FORUM

 An open forum will be held when Members of the public will be invited to speak for a maximum total duration of 15 minutes on items included in the Part A agenda, copies of which will be available at the meeting.

 

  1. PRESENTATION OF ALLOTMENTS AWARDS

 To present trophies to the overall winners of the Dempster and Warburton Cups for the best allotments at Over and Wharton respectively.

 

  1. POLICE UPDATE

 Cheshire Constabulary will be invited to attend the meeting to provide an update to Members and also to answer any questions.

 

  1. PROMOTING MID-CHESHIRE

 To receive a presentation from Ian David regarding a project designed to promote Mid-Cheshire as the place to live, work and do business as well as encouraging investment.

The project itself has three main strands: –

The presentation will form the basis for Members to consider the recommendations set out below.

RECOMMENDATIONS: Members are asked to consider their support in principle for the proposals set out by Ian David, as well as agreeing (or otherwise) for the Town Council to provide some seed funding for the proposal, as well as providing comments and ideas.

 To ratify the minutes of the Finance Committee held on 18th September 2017 (approved by the Finance Committee at its meeting held earlier). (‘D’)

The Chair of the Salt Fair Committee will also be requesting use of the Verdin Fields for the Funtasia Circus.

  1. WELL BEING UPDATE

 Cllr Gaskill-Jones to provide a verbal update on the work of the Well Being Group in Winsford.

 

  1. WINSFORD WHOLE PLACE PARTNERSHIP BOARD

To provide a report to the Town Council on the first meeting of the Winsford Whole Place Partnership Board – held on 21st September 2017. (‘K’)

 

  1. TOWN PARK UPDATE

To provide an update on the ongoing work to the Town Park in Winsford – for Members to note and provide comments.

 

  1. ACTIVE CHESHIRE – A BLUEPRINT TO TACKLE PHYSICAL INACTIVITY

Active Cheshire launched the above initiative at an event held at Cranage Hall on Friday 6th October 2017.

The Blueprint aims to deal with the issue of inactivity in the Cheshire and Warrington Sub-Region. Inactivity is said to be a contributor to disease and premature death. In the Cheshire area, it is estimated that around 22% of people are very inactive and 66% active.

To deal with this issue, Active Cheshire and its partners are seeking to embed physical activity in everyday lives via a range of initiatives under key headings of active design (design homes and places to encourage movement and play); activators (educating and empowering community leaders to promote active lifestyles); active kids; active workplaces; and active minds.

More information on the initiatives connected to the Blueprint can be found at the Active Cheshire website www.activecheshire.org.

Active Cheshire is also seeking to invest in Active Minds – one of its pillars within the Blueprint. This initiative is looking at investing in projects which show positive changes in behaviour towards embedding regular physical activity; increasing access to physical activity as a prevention mechanism; sustaining initiatives beyond the investment stage; identifying needs and demands; and reducing the stigma associated with mental health issues.

There will be £30,000 available to support these Active Minds projects and the application deadline is 24th November 2017 at 5pm. There will also be three workshops across Cheshire during the week beginning 6th November 2017 to discuss any ideas coming forward.

Members are asked to note these developments and are asked for any views they may have generally on the work of Active Cheshire and specifically on the proposals focused on Active Minds. The deadline for comments on the Blueprint is 26th November 2017.

 

  1. LEAVE POLICIES

Members are asked to note the draft policies focused on leave and aspects of leave.   (‘L’ – to follow)

Due to their confidential nature, Members may decide to exclude the press and public from the meeting during consideration of the following matter in accordance with section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960.

  1. APPEAL AGAINST NOTICE TO QUIT – ALLOTMENTS

Members are asked to consider an appeal against a Notice to Quit from an allotment plot-holder in Winsford.

The allotment plot-holder will be written to, as per the relevant tenancy agreement, and invited to attend the meeting.

Background information on the case will be circulated to Members. (‘M’ – to follow)

RECOMMENDED:  Members are asked to hear the appeal and make a decision on the matter.
