Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.
Members to declare any interest under the following categories:
Schedule ‘B’ lists payments made since the last meeting
Schedule ‘C’ lists accounts for approval at this meeting
Schedule ‘D’ lists supplementary accounts for approval
Financial probity recommends monthly reconciliation of the Town Council’s accounts. (‘E’)
The Town Council’s year end accounts for 2017/18 were audited by the Internal Auditors – JDH Business Services Limited – on 8th June 2018. An action plan, based on the above report is attached. (‘F’ – to follow)
To inform Members that, following approval by the Finance Committee at its meeting on 18th June 2018, the Annual Governance and Accountability Return (AGAR), together with supporting documents, was sent to the Council’s external auditors (PFK Littlejohn) prior to their deadline of 25th June 2018. Members are asked to note the attached documents found at (‘G’).

To approve or otherwise the minutes of a meeting of the Grants Sub Committee held on 12th July 2018 (‘H’ – to follow)
Members will recall that representatives of the Royal British Legion Winsford Branch have attended previous meetings of the Town Council to talk about their work generally and also to focus on the preparations for the 2018 remembrance events.
As part of these preparations, the RBL is looking for assistance from the Town Council to purchase a commemorative bench in memory of those who lost their lives in past conflicts and also to purchase around 300 poppies to be fitted to lamp-posts around the town centre.
The Legion did submit an application to the Council’s Grants Sub-Committee meeting in May 2018 requesting a grant to support these purchases, but there was some confusion regarding the price of these items.
To progress this purchase, therefore, the Finance Committee is asked to approve the purchase of these items by the Town Council itself rather than via a grant to the RBL. This will also allow the Town Council to claim back any VAT owing on the items.

The total cost of these two items is therefore £1,265.00.
Members are asked to approve the Town Council purchasing the items described under this agenda item.
