Since the beginning of 2012, the Town Council has been working on a Neighborhood Plan for Winsford. The Plan sets out a vision for the future of the town, along with policies on:-
The aim is to make Winsford a better place to live, work and visit. Many local people have been involved in producing the Plan and have given the Town Council great ideas and useful comments. A formal consultation period ran from 26th November to 21st January 2013, and was extended to 4th February. A full draft Neighborhood Plan was then produced which was considered by Winsford Town Council on 15th April 2013. The Council agreed that the Plan be submitted to Cheshire West and Chester Council on 15th July to check that it meets certain conditions and conforms to relevant Strategic Planning Documents including the emerging Local Plan.
The Plan was submitted to CWAC on 15th July. The next step was the Publication Stage which was conducted by CWAC. The publication period ran from 15th July until 5pm on Monday 16th September. At its meeting on 21st October the Town Council considered representations received during the Publication Stage and agreed to allow the Plan to go forward to Independent Examination.
Cheshire West and Chester Council appointed Dr Charles Mynors FRTPI, FRICS, IHBC, Barrister as independent examiner of the Plan. On reviewing the content of the proposed Winsford Neighborhood Plan and the representations received as part of the publication process, Dr Mynors decided to hold a public hearing. The purpose of a hearing is to allow the examiner to hear oral evidence from invited participants to assist with his examination of whether a Neighborhood Plan has met the required Basic Conditions and other legal requirements.
The hearing commenced on Wednesday 15th January but was adjourned after one day to await the outcome of a legal challenge to the Tattenhall Neighborhood Plan by National house building companies. That judgement was issued by the High Court on 9th May 2014 when all of the claims made against the Tattenhall Neighborhood Plan were dismissed.
The examination re-opened on Friday 30th May to enable him to receive evidence from invited participants.

On 3rd September 2014 the independent examiner’s report was considered at a meeting of the Cheshire West and Chester Council Executive. At the Executive meeting it was decided that minor modifications should be made to the Winsford Neighbourhood Plan, as set out in the examiner’s report, and the plan proceed to referendum.
The referendum is to be held on Thursday 23 October 2014
