  1. SALT FAIR COMMITTEE

The minutes of the Salt Fair Committee meetings held on 26th April 2017 (‘J’) and 24th May 2017 (‘K’) are attached for ratification.

 

  1. ARTS AND CULTURE IN WINSFORD

Members are asked to consider a proposal from Cheshire West and Chester Council to establish a workshop to discuss the future of arts and culture in Winsford.

The workshop will include stakeholders from the town and elsewhere and will seek to develop a vision for the town. This vision will be based on experience of living and working in Winsford.

The workshop will be facilitated by CWAC Cultural Officers and will seek to develop a shared vision which will influence the strategic direction for arts and culture in Winsford as well as CWAC, based on the Winsford Neighbourhood Plan and the Winsford Whole Place programme.

The main question asked, therefore, will be what arts and culture should look like in Winsford and what delivery mechanisms need to be in place?

As said, a whole range of stakeholders will be invited to the workshop, which will look at mapping existing strengths and gaps.

RECOMMENDED:                

Members are asked to note the proposal outlined above and agree to the Town Council’s involvement in the process.

 

  1. MEMBERS REVIEW AND PLANNING SESSION 

To report for information that a Members ‘review and planning’ session will be held at the Dingle Centre between 4pm and 6pm on Thursday 22nd June 2017.

The purpose of the session will be to review progress against objectives during the past 12 months; to determine whether the Council’s current key themes are still appropriate, and to discuss a programme of initiatives which Members feel can be achieved during 2017-18.

 

  1. MARINA BUILDING

Following agreement from the Town Council at its meeting in March 2017 to take on a tenancy at will, initially for six months, from CWAC, a Tenancy at Will has now been signed with CWAC. The Town Council will therefore have tenancy of the building between 1st May 2017 and 1st November 2017 in the first instance.

Since the completion of this process, there have been a number of developments for Members to note:

  1. WELL BEING UPDATE

 Cllr Gaskill-Jones to provide a verbal update on the work of the Well Being Group in Winsford.

 

  1. USE OF THE VERDIN FIELDS

 The Verdin Fields are managed by the Town council under licence from Cheshire West and Chester Council.

The fields include a number of football pitches.

In April 2013, the Council were approached by the Winsford United Colts regarding the possibility of the Verdin Fields being used as their home ground for the 2013/14 football season. This was after a number of years when the fields were not used for football. On that occasion, Members deferred a decision pending further information.

The item was, therefore, brought back to Town Council in July 2013 together with a report from the then Town Clerk. The report stated that the fields could be let to the Colts based on the terms of the CWAC lettings policy. In addition, the report also stated that funding would be available for new goalposts and that some minor groundworks would be required. The Council were asked to decide whether to bring the pitches up to standard and offer them for hire in time for the 2013/14 season.

As a result, in July 2013, the Council agreed to the proposals carry out the necessary works to develop junior football pitches at the Verdin Fields and to offer them for hire for the 2013/14 football season.

As part of the hiring process, those wishing to hire have been asked to agree to the attached terms and conditions of hire (‘N’).

As outlined above, the main users of the site have been the Winsford United Colts and an agreement has been made with them for use of the Fields for the 2017/18 season.

In addition to this agreement, however, the Council has received requests from other clubs to use the Fields. Members should note that the terms of the hire agreement cover the period between September and May for each football season.

RECOMMENDED:                

 

  1. REVIEW OF EQUALITY AND DIVERSITY POLICY

It is important that the Town Council has a robust Equality and Diversity Policy in place. This is to ensure that the Council operates correctly in terms of being an employer; providing leadership to the community; and to mitigate the risk of discrimination. The issues of equality and diversity are covered legally by the terms of the Equality Act 2010 which brought together a number of existing pieces of legislation and sought to protect those with ‘protected’ characteristics relating to age; disability; sexuality; religion & belief; pregnancy; race; and marital status. The Council’s role is contained in the Public Sector Equality Duty which seeks to meet the needs of these protected groups; foster good relations; and removing disadvantages.

The Council’s own Policy has not been renewed since 2008, so should be updated to include the terms of the 2010 Act. Members are asked, therefore, to review the updated Equality and Diversity Policy for the Council.

RECOMMENDED:                

That Members review the updated Policy and approve it on behalf of the Council (‘O’)

 

  1. WINSFORD TOWN CRIER

The role of the Town Crier is one which is stretches far back into history. Criers have performed a number of roles through the years in local areas. Prior to the advent of literacy, town criers were the means of communication with the people of the town since many people could not read or write. Proclamations, local bylaws, market days, adverts, were all proclaimed by a bellman or crier.

The role tended to die out during the twentieth century, but has been revived by many areas in recent years. The role has been appointed on an honorary basis by local councils. As well as participating in local events, the role of Town Crier acts as an advocate for their local areas elsewhere in the country through participation in competitions and other national events.

In Winsford, the town had a Crier up to 1945 when the role disappeared. Following efforts by the previous Town Mayor, however, a competition was held in April 2017 to find another Town Crier for Winsford. With the help of Devlin Hobson, the Town Crier for Middlewich, Ben Booth was selected as the Town Crier for Winsford.

As part of the process of establishing the new Town Crier, a number of artefacts must be acquired. The Town Council is asked to approve purchase of these artefacts.

  1. WINSFORD MARKET

Winsford offers an indoor market located in the town centre. The market opens on Mondays, Thursdays and Saturdays between 9am and 4pm (except Bank Holidays). The market offers a wide range of different goods.

Members are asked to request that the Town Council and partners continue to promote the market as much as possible and encourage visitors and customers to use the market.

 

  1. TOWN COUNCIL MEETING ROOM

 

Members will note that the meeting room on floor two of Wyvern House has been cleared in order to create more space.

Members are asked to offer any further proposals which will improve the use of the room for meetings including the use of furniture and any other features which might improve the room for members, officers and visitors.

 

  1. EXCLUSION OF PRESS AND PUBLIC

Due to their confidential nature, Members may decide to exclude the press and public from the meeting during consideration of the following matters in accordance with section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960. Reports relating to these items have been withheld from public circulation and deposit.
